1944年大选年，正值罗斯福准备延续自己的第四任总统任期，成立不久的UPA接受机构的委托制作了这部竞选宣传动画。Chuck Jones又一次偷偷从华纳跑来帮忙。虽然人物造型依旧很华纳，这部短片的画面构成、色彩对比设计以及风格化的线条却已经非常UPA了。

7 UPA的前身Industrial Film and Poster Service是1941年成立的，1944年才改名为United Productions of America。这部作品是美国汽车工人联合会（UAW）委托制作，那个时候Industrial Film and Poster Service还没制作过正式的动画作品，基本上都是制作一些幻灯片(Slide films)或者海报，这也可以算是UPA第一部动画短片（第一次出现Produced by Industrial Films）。当时创作团队成员基本都支持罗斯福，白天动画师们都到其他工作室工作，下班后再过来制作这部动画，有时候甚至干到凌晨，Zack Schwartz还辞掉了Screen Gems的工作。
